 Transitions to a Low Carbon Energy System in Europe

Background

The Low Carbon Economy Roadmap of the Commission advocates a close to complete decarbonisation of the Power Sector, while relying on a portfolio of nuclear, fossil and renewable technologies. The Energy Road Map will be a frame for the policy mix, necessary for achieving the overall goals of the Low Carbon Road Map. It is evident, that the Energy Road Map needs to offer an integrated perspective on technology choices, market order and support schemes and infrastructure policy and planning beyond 2020. 

Hence the following key questions need to be addressed: 

  • What shares could the different low carbon sources deliver by 2030 to 2050 in Europe? 

  • Which technology choices are the most preferable in terms of sustainability and energy policy criteria? 

  • Is a technology neutral market approach appropriate for the transition to a carbon neutral power sector? 

  • How much EU harmonisation, how much subsidiarity do we need for a transition? 

  • Is a transition towards a renewable based low carbon energy system a potential driver for a more integrated EU energy policy? 

EEAC - the European Network of Environment and Sustainable Development Advisory Councils, established by governments to give expert or multi-stakeholder advice - is active on climate and energy policies since many years. In 2007 EEAC produced a statement on Energy Efficiency, in 2009 on Sustainable Infrastructures for Europe and in 2010 we organised a workshop on different scenarios for a 100% renewable future. The low carbon economy in the context of the green economy is also being discussed at the 19th EEAC Annual Conference in Wroclaw, 16th September 2011. 

Some national Councils have produced reports, technical economic scenarios and statements, addressing different aspects of a fundamental transformation of the energy system. Key results of those studies will be presented in the morning session of the workshop. 

The afternoon is devoted to a discussion between policy, industry and policy advisors on the approach, the energy road map 2050 should adopt. 

The EEAC Energy Working Group is advocating a transition to a low carbon economy which at the same time must be an exit strategy to nuclear and fossil fuels, respect biodiversity and may contribute to "green growth". Hence renewable energy policy must be at the centre of the transformation needed in the forthcoming decades.
