Agriculture and nature in an expanding Europe - can a greener CAP fit it all?

The purpose of this conference

The purpose of the conference is to examine the links between agriculture and the natural environmental, and to identify ways in which the positive links between these can be strengthened through reform of the Common Agricultural Policy. Opportunities currently exist for reform of CAP with the forthcoming mid-term review of Agenda 2000, with pressure for reform coming from, among other sources, the need to extend agricultural policies to embrace accession countries, and to address changes likely as part of the WTO negotiations following Doha.

By the time of the conference the Commission will have outlined its proposals for the mid-term review, and the conference can be used as an opportunity to explore the basis of the likely reforms and provide advice on these changes.

The Agriculture Working Group of the EEAC has drafted a document that outlines a vision for sustainable agriculture and sustainable use of nature in Europe and identifies the links to EU legal and administrative mechanisms for its implementation. The presentation of this paper at the conference will provide a framework to assist the conference to assess the European Commission proposals for CAP reform, and to identify where further policy reform in 2006 and beyond will be required to achieve the objectives for the natural heritage in the wider countryside.
