The subject of this conference was the Sustainable Use and Management of Europes Freshwater Resources. Discussion included the development of national and European water management policy as well as the future cooperation of European Advisory Councils and the first experiences of environmental advice at an EU-level.
European water management policy
The new framework European water policy directive and an EU groundwater action plan are fundamental to the establishment of coherent European water management policy. The European Environmental Advisory Councils regard a sustainable water policy as a priority task. At the Stockholm it was concluded that the implementation of such policy should be based on ten principles which outline
- The aims of water management policy,
- The main instruments of water management policy,
- The implementation of water management policy.
Future cooperation
At Stockholm, the Councils agreed to the establishment of the Focal Point to act as an information interface and as the central node in a European environmental policy advisory network. Its primary role is one of information dissemination and encouraging wider collaboration with Councils throughout Europe. A steering committee was established to guide the setting up of the Focal Point in its first two years which will be with English Nature, a British Environmental Advisory Council.
