Current and Future Activities

Present and Future Priority Fields

The Environmental Advisory Council today consists of the Delegation of Sustainable Cities - a national arena for sustainable urban development. The Delegation of Sustainable Cities was launched by the Swedish government in September 2008 and will work for a couple of years.

The Delegation of Sustainable Cities works for a sustainable development of cities, population centers and housing areas. It stimulates the work for long-term well functioning and attractive city environments where high quality of life goes hand in hand with a better environment, economic growth, social cohesion and a reduced climate impact.

Past Priority Fields

Climate Committee 
The Climate Committee has concluded its assignment. The main task of the all-party Climate Committee was to give input to the government bill on climate policy that was presented in 2008. The terms of reference and Chair of the Climate Committee were presented in the spring of 2007. The Climate Committee had access at an early stage of its work to the most recent evaluation report from the UN Intergovernmental Panel on Climate Change (IPCC) and other international material for the assessment of Swedish action. The recommendations of the Scientific Council, which were presented to the Climate Committee, was another important source of supporting information. 

The work of the Climate Committee has been compiled in a report that was presented on 4 March 2008. The report formed a basis for the climate policy bill in 2008. (see list of publications)

The Scientific Council on Climate Issues has concluded its assignment 
The role of the Scientific Council was to provide scientific assessments in support of the work of the Climate Committee. One important task was to provide supporting knowledge and recommendations for targets of Swedish climate policy at national, EU and international level. The Chair of the Scientific Council on Climate Issues was Professor Lisa Sennerby Forsse, Rector of the Swedish University of Agricultural Sciences. The members had specific expertise in climate issues. 

The Scientific Council on Climate Issues presented its report "Scientific Basis for Climate Policy: Report of the Scientific Council on Climate Issues" to the minister of Environment Andreas Carlgren and to the Climate Committee on 3 September 2007. (see list of publications).

The Environmental Advisory Council's Working Group on Growth and Environment in a Global Perspective 
The work of the former Environmental Advisory Council was completed 13 April 2007. The reports can be found under the heading reports. This work focused on questions concerning global economic growth and its importance for the state of the world environment. A special working group was formed containing members of the Environmental Advisory Council and representatives of various ministries. Its work was intended to identify critical environmental challenges in a long-term global perspective and to provide ideas for Swedish initiatives that can lead to improvements in the state of the environment in a context of economic growth.

Background and Mission

Establishment

The Environmental Advisory Council was established in 1968 by a decision of the King, and has over the years played an important role as a forum for discussion and debate on strategic environmental issues. The Advisory Council on the one hand carries out direct governmental assignments and on the other hand initiates tasks on important issues and tests new working methods when working with environmental questions.

Mission

The Swedish Environmental Advisory Council advises the Government on strategic issues for environmental policy and sustainable development. The composition and tasks of the Council have varied over time. One important task has been to give the Government advice on topical questions or future issues related to the environment. 

The Government has remodeled the Environmental Advisory Council so that it includes, as of 2008, the Delegation of Sustainable Cities - a national arena for sustainable urban development. The delegation works for a sustainable development of cities, population centers and housing areas. It stimulates the work for long-term well functioning and attractive city environments where high quality of life goes hand in hand with a better environment, economic growth, social cohesion and a reduced climate impact. 

In 2007 the Government the Environmental Advisory Council consisted of a Scientific Council on Climate Issues and a Climate Committee.

Staff Members

The MVB has an own secretariat which is located in the Ministry of Environment. The secretariat currently has six staff members. Christina Leideman is the Administrative Director.

The delegation will meet about 8-10 times a year.

Type of Advice

The MVB has given strategic advice so as to fulfill the environmental quality objectives and international commitments and it has also assumed the role of a think tank for the government.

Activities in the EEAC Network

After being involved in the early years of the network, the MVB joined EEAC in 2001.

The EEAC is an observer to Working groups Energy and Sustainable development. 

The Council hosted the 4th EEAC Annual Conference 1996 on Sustainable Use and Management of Europe’s Freshwater Resources.

In 2001, the MVB organized an international conference on strategies for sustainable development in 2001 in Stockholm. The EEAC Statement Greening Sustainable Development Strategies was presented at the conference.
