Future Priority Fields

CNADS is requested to present studies and advice on many varied issues, it is difficult to predict which themes will merit a special attention from CNADS in the near future. However, matters such as Oceans and Coastal Areas, Governance and Agriculture, Biodiversity, Sustainable Consumption, Climate Change, Decade of Poverty and Lisbon Treaty will always be the focus of attention of the Council, together with its international involvement.

Background and Mission

Establishment

The CNADS was founded in 1997 by the Portuguese Law-Decree nº221/97 and in 2004, it was reinforced by the Portuguese Law-Decree nº136/2004, 3 June 2004 that also foresaw the increase in the number of its members.

Mission

The CNADS is an independent advisory body that, by is own initiative or by request of the members of the Government, public authorities or environmental NGO can give advise or recommendations about all he issues regarding the environment and sustainable development. It is also a forum for the formulation and implementation of environmental and sustainable development policies.

Council Members

The CNADS has 35 Council Members designated by central and regional governments and more than 2/3 designated by civil society, including NGOs, local communities, universities, business and trade unions. The members are designated for a period of three years. their mandate periods are different and depend on the date they have been appointed.

Council Meetings

The Council holds six ordinary plenary meetings per year and can also arrange extra meetings on request of the President of CNADS, the Minister of Environment or at least 1/3 of its members. The date of the next session is agreed in each meeting.

Type of Advice

The Council issues an obligatory report on a regular basis, gives advice on request both from the government, the public entities and the NGOs (civil society).

Activities in the EEAC network

The CNADS joined EEAC in 1999.

The Council chairs the Working Group Marine and co-chairs the Working Group Biodiversity. It is also an active member to the Working Groups Agriculture, Energy, Sustainable Development and Governance.

The CNADS hosted the 15th EEAC Annual Conference  2007 in Evora on Energy Efficiency in October together with the German SRU. The council also hosted  the 8th EEAC Annual Conference  2000 in Sesimbra on Coastal Zones: Sustainable Development Policies in Europe
