Background and Mission

Establishment

The Finnish Council for Natural Resources was appointed for the first time in 1977 by means of Government Regulation and started its work in 1980. The FCNR was reappointed in June 2007.

Mission

The mission of the FCNR is to follow the implementation of the sustainable and diverse use, management and protection of the natural resources. The Council is also focused on promoting the integration of nature protection and environmental aspects into the use and management of the natural resources. Besides this, the role of the FCNR is to follow the international aspects on the use, management and protection of natural resources.

The Council has 17 Council Members, each of them with a personal Deputy Member. There are 9 Members of the Parliament, amongst them. The new Council Members were appointed in June 2007, three months after the parliamentary elections and their term will expire in 2013.

Work Style

Substructure and Working Groups

The FCNR has five permanent sections:

If necessary, in addition to these sections, the Council may appoint temporal sections and other bodies. All the sections follow, and if necessary, make suggestions on matters of their field of activity that concern:

Council Meetings

Both the FNCR and its sections meet once a month in sessions that last between two and three hours. In 2008, the FNCR meetings are scheduled for: 17 January, 28 February , 27 March, 24 April, 15 May, 12 June, 18 September, 16 of October, 13 of November, 4 December.

Type of Advice

The Council provides advice if there is a request of the Ministries or other institutions but also on its own initiative. The FNCR normally gives short advice on current essential issues or concerns.

Activities in the EEAC Network

The FCNR was involved in the early years of the network and became member when membership was introduced in 1997. It is active member of the Working Groups Agriculture, Biodiversity and Energy. The FCNR co-hosted with the Polish PROS the 14th EEAC Annual Conference 2006 on Action for Sustainable Forest Management – From Coordination to Education. The FCNR also hosted the 6th Annual Conference 1998 on Policy Integration and Implementation in Tuusula.
