Background and Mission
Establishment
The Finnish Council for Natural Resources was appointed for the first time in 1977 by means of Government Regulation and started its work in 1980. The FCNR was reappointed in June 2007.

Mission
The mission of the FCNR is to follow the implementation of the sustainable and diverse use, management and protection of the natural resources. The Council is also focused on promoting the integration of nature protection and environmental aspects into the use and management of the natural resources. Besides this, the role of the FCNR is to follow the international aspects on the use, management and protection of natural resources.

Council Members
The Council has 17 Council Members, each of them with a personal Deputy Member. There are 9 Members of the Parliament, amongst them. The new Council Members were appointed in June 2007, three months after the parliamentary elections and their term will expire in 2013.

Staff Members
The staff members are located at the Ministry of Agriculture and Forestry, Department of Rural Areas and Nature Resources. The composition of the FNCR’s staff is as it follows:
- Executive Secretary, Environment Director Mr. Veikko Marttila (administrative staff, part-time).
- Council Secretary, Mrs Johanna Niemivuo-Lahti (administrative staff, part-time).
- Office Secretary Mrs. Irmeli Kurki (administrative staff, part-time).
- Five assistants to Council Sections (scientific stuff, part-time), who are not located at the Ministry.

Work Style
Substructure and Working Groups
The FCNR has five permanent sections:
- Section for General Affairs: Its task is to manage the preparations and organization of the Council meetings, take care of its budget, media communication and to plan and guide the work of the FCNR.
- Section for Natural
Resources and Rural Areas: It deals with issues concerning sustainable development, but also
agricultural land and the use, management and protection of the natural
resources, as well as questions concerning the development of rural areas
and the environment of countryside. Its duty is also to manage the
questions related to woodland and its use, management and protection of
all the natural resources it produces. Besides these, the Section deals
with such issues as reindeer husbandry, game and hunting, as well as fish
resources.
- Section for
Environment and Energy: It
deals with issues concerning sustainable development, but as well as
climate change, renewable and other energy production and energy use. Its
duty is also to follow the management, use and protection of water
resources, as well as nature protection.
- Section for
International Natural Resources Issues: to
be appointed in September 2008. The main task will probably be to follow the
international aspects on natural resources policy issues.
If necessary, in addition to these sections, the Council may appoint temporal sections and other bodies. All the sections follow, and if necessary, make suggestions on matters of their field of activity that concern:
- The natural resources and environment policy of the European Union;
- Global change;
- The future of nature and use of natural resources;
- The development of Finland's neighbouring countries and effects caused by transboundary activities.

Council Meetings
Both the FNCR and its sections meet once a month in sessions that last between two and three hours. In 2008, the FNCR meetings are scheduled for: 17 January, 28 February , 27 March, 24 April, 15 May, 12 June, 18 September, 16 of October, 13 of November, 4 December.

Type of Advice
The Council provides advice if there is a request of the Ministries or other institutions but also on its own initiative. The FNCR normally gives short advice on current essential issues or concerns.

Activities in the EEAC Network
The FCNR was involved in the early years of the network and became member when membership was introduced in 1997. It is active member of the Working Groups Agriculture, Biodiversity and Energy. The FCNR co-hosted with the Polish PROS the 14th EEAC Annual Conference 2006 on Action for Sustainable Forest Management – From Coordination to Education. The FCNR also hosted the 6th Annual Conference 1998 on Policy Integration and Implementation in Tuusula.
