Background and Mission

Establishment

The Czech Government Council for Sustainable Development (hereinafter referred to as the “Council”) was established in July 2003 by a Resolution of the Czech Government. The Council is a standing advisory, initiating and co-ordinating body of the Government of the Czech Republic in the field of sustainable development and strategic management.

Mission

The Council shall within the scope of its activities, initiate, draft, coordinate, monitor, review, assess and support strategic dimensions in the management of the state. It shall propose measures to be taken with a view to harmonise long-term intents and goals with medium-term and short-term goals and programmes in compliance with the principles of sustainable development. It shall monitor and assess global phenomena and developmental opportunities, and propose timely and adequate response by the state to them. The Council shall coordinate and monitor the implementation of the principles of sustainable development while achieving a dynamic balance between its economic, social and environmental components.

Council members

The RVUR  is composed of governmental members that are proposed by the relevant Ministers, the Chairmen of the two Parliamentary Chambers, the Council of Governors (composed of the 14 Governors of the different regional offices) and the Association of Cities and Municipalities and appointed by the Executive Vice-Chairman. The non-governmental council members are nominated by the Vice-Chairmen of the Council and the Executive Vice-Chairman.
Council Members serve for a 4-year term that will end in December 2007 and can be re-appointed.

Work Style

Tasks of the Council

Type of Advice

The Council adopts resolutions related to issues being negotiated, including proposed opinions and recommendations, for the Czech Government or other central administration bodies based either on its own initiative or on the governmental request.

Substructure and Working Groups

The Council has two committees (Committee for the Strategy, Committee for Communication) and seven working groups (WG for indicators, WG for sustainable consumption and production, WG for the coordination of regional strategies, WG for the coordination of preparatory work for the meetings of the UN CSD, WG for the OECD sustainable development project, WG for local Agenda 21 and WG for the National Strategy for Education on Sustainable Development).

The setting up of a new Working Group on Material Flow is currently under discussion.

Council Meetings

The Council’s meetings shall take place on a regular basis according to the work plan to be adopted by the Council at its first meeting in each calendar year, at least once every 3 (three) months. In 2007, the meetings are scheduled for: 29 January, 10 May, 24 September and 26 November.
