Background and Mission

Establishment

The previous Croatian Council for Space Planning and Environmental Protection, was dissolved by a decree of the Prime Minister, Dr Ivo Sanader. The decree established two separate councils: the Council for Space Planning, namely composed of architects and charged with combating the unregulated space use. The decree also set up the Council for Environmental Protection (Official Gazette of the Republic of Croatia, No. 57/04 of May 5, 2004).

Mission

The SORZO is requested to express opinions, make proposals for additions and changes, and assess the documents dealing with all aspects of environmental protection, as specified by Law on Environmental Protection, prior to their submission for approval to the Government and Parliament. In 2008 the scoop of the council was widened also include sustainable development issues.   

The SORZO operates in a responsive, supervisory mode and does not (directly) initiate action.

Proceedings of the SORZO are regulated by the rules of procedure. It is foreseen that outside specialists and stakeholders, including representatives of NGOs can be invited to Council sessions to participate in discussions on topics of their specific interests.

The SORZO consitsts of nine Council Members, three from civil society/NGOs and six experts from different fields of relevance. They are no subjected to any fixed term of appointment.

Staff Members

The SORZO has an appointed administrative secretary but no other managerial or administrative staff. SORZO will avail itself to the administrative and financial facilities of the Ministry of Environmental Protection, Physical Planning and Construction.

The working groups are comprised of experts from many disciplines: natural sciences, sociology, economy and technology.

It is expected to be delivered as an unanimous recommendation adopted by the SORZO.

Council Meetings

The Council operates in sessions. Outside those sessions, work involves not only appointed members, but SORZO is entitled to form temporary expert working groups for specific tasks. All of the decisions have to be reached in the plenary session. Most of the work and of the discussions are effectuated by e-mail.

Frequency of the sessions are determined by need in progressing decision to the Government or the Parliament, and convened accordingly. On average 10 to 12 sessions are planned per year. It is expected that the State Secretary for the protection of the environment will attend the sessions.

Activities in the EEAC Network

The SORZO joined the EEAC network in 2005. It is an active member of the Working Group Marine and an observer to Working Group Sustainable Development.
